President
H. C. (Buster) Bailey, Jr. has been employed by the H. C. Bailey Companies in various capacities, since 1961, having been elected President of H. C. Bailey Company and its affiliated companies in April 1969. H. C. Bailey Company was founded in 1931 by his father. The Bailey company’s primary areas of activity have been in real estate investments, development, property management, mortgage banking, financial institutions, lumber and supply company, and general insurance. The companies presently own or have previously owned and/or operated office buildings, hotels, shopping centers, and commercial and residential developments. Mr. Bailey serves on the Board of Directors of EastGroup Properties, Inc., Dunn Investment Company, Cimarron Mortgage Company, as well as the H. C. Bailey Company affiliates. He has previously served on the Board of Directors of Mississippi Valley Gas Company, Parkway Company and Gulfshores, Inc. He is a Past President of Mortgage Lenders Association of Mississippi, Former Member of Young President’s Organization and presently a member of the Chief Executives Organization, World Presidents Organization and the Society of International Business Fellows.
Mr. Bailey is from Jackson, Mississippi, where he and his wife, Joan, presently reside. He is a graduate of the University of Mississippi with a B.A. degree and a graduate of the School of Mortgage Banking, Northwestern University, Chicago, Illinois, in cooperation with the Mortgage Bankers Association of America.
Richard Young, CPA

Richard joined H. C. Bailey in 1986 in which he serves as the Vice President and Chief Financial Officer responsible for the company’s accounting, financial, and tax information systems. Prior to joining the company, Richard was a Tax Manager for First Mississippi Corporation. He began his career as a Senior Accountant with Arthur Anderson and later Hagaman, Haddox and Reid.
Richard is from Crystal Springs, Mississippi. He is a Certified Public Accountant and graduated from the University of Mississippi in Oxford with a B.B.A. in Accounting. He and his wife Linda, married 33 years, have two children, their 25 year old son Drew and a 17 year old daughter Kelly.
Richard W. Wise

Mr. Wise joined the H. C. Bailey Company in November of 2004 to provide legal advice and counsel to the organization. Mr. Wise was formerly General Counsel to Mississippi Valley Gas Company, a former General Attorney for the Mississippi Public Service Commission, and a partner in the law firm of McAlpin Wise and Quarles. He is admitted to practice in all State and Federal courts in Mississippi, the United States Supreme Court, and the U.S. Court of International Trade. Mr. Wise holds a degree from Mississippi State University in Political Science, a Juris Doctor degree from the University of Mississippi, and a post graduate diploma in International Commercial Arbitration from the University of London’s Queen Mary College.
Mr. Wise is a former member of the Chartered Institute of Arbitrators and is on the National Roster of Neutrals and the National Energy Panel for the American Arbitration Association. Mr. Wise is rated “AV” by Martindale-Hubbell. He is a member of the Mississippi Bar and the American Bar Association. In addition, he is a licensed Mississippi Broker.
Mr. Wise has served as Chairman of the Mississippi Arthritis Foundation, Chairman of the Jackson Metro Area United Way Allocations Panel, and as a member of the Board of Directors of Mississippi Easter Seals and the New Stage Theatre.
Mr. Wise resides in Jackson, Mississippi with his wife, Robin. They have a son, a daughter and three grandchildren.

Michelle Burford, CCIM, joined the firm in April 2005 as the Leasing Manager for Colony Park. Prior to joining the company, she worked for The Mattiace Company for eight years as a Vice President of Leasing & Sales. Michelle was also employed with Cress Realty Group, Inc. and previously H.C. Bailey Management Company where she started her career in commercial real estate in Jackson, Mississippi in 1988. Before her relocation to Mississippi, Michelle was in the real estate business in New Orleans, LA, Dallas, TX and Boca Raton, Florida.
Ms. Burford is a Certified Commercial Investment Member (CCIM) and is very active in the organization serving as the 2011 President for the Mississippi Chapter and in the past was the Director of Education for two years and Secretary/Treasurer 2005. She is also an Alum of Leadership Madison County Class of 2008-09, Realtor® Member, 2006 President of the Mississippi Commercial Association of Realtors®, 2001 Mississippi Association of Realtors® Leadership Alum, member of the Agriculture, Commercial and Industrial Association, and a AOPA member. She is a native of New Orleans and holds a Bachelor of Arts degree from Stephens College in Business Administration.
Harris Callum

Harris Callum joined H. C. Bailey in November 2001 and serves as a Property Manager for 100 Renaissance, 200 Renaissance, and 300 Concourse in Colony Park. Prior to joining H. C. Bailey he was in real estate sales and has a background in commercial lending and finance. Harris is a graduate of Mississippi College where he earned a BS degree in Business Administration and was a member of Delta Sigma Pi fraternity. Mr. Callum is a licensed real estate broker, member of BOMA Mississippi, Mississippi Commercial Association of Realtors, Agricultural Commercial & Industrial Association, and former member of the Ridgeland Chamber of Commerce where he served as a diplomat.
Harris currently lives with his family in Flora, Mississippi where he is a past president of the Flora Chamber of Commerce and served on the planning and zoning board. He received an honorable discharge from the United States Army for 2 years of active service.
Annette Rayburn

Annette Rayburn began her career with the H. C. Bailey Companies in 1980. While at H. C. Bailey Companies she has worked in various capacities including Director of Sales and Marketing for Summertree Land Company, Managing Broker for H. C. Bailey Real Estate and Asset Manager for Commercial Properties for Security Savings and Loan. She presently is a Property Manager for office buildings in the H. C. Bailey portfolio. Before relocating to the Jackson area, Ms. Rayburn was active in the real estate market in Atlanta, Georgia.
Ms. Rayburn is a licensed Real Estate Broker, a Realtor and a member of the Mississippi Commercial Association of Realtors. She is also a builder member of the Home Builders Association of Jackson, the Home Builders Association of Mississippi and the National Association of Homebuilders where she served five years as a member of the Board of Trustees for the Home Builders Institute.
Ms. Rayburn is a native Mississippian and currently lives in Learned with her husband, Bobby Rayburn. They are members of the Lebanon Presbyterian Church in Learned.
